Scott Morrison has signalled Australia is likely to open up to international students and skilled workers next week, while health authorities continue to weigh up whether to adjust the timing of booster shots.
The federal government revealed it would extend emergency powers for a further two months to February 2022, keeping in force mandatory mask wearing for international flights and restrictions on international travel from countries deemed high-risk.
The impact of the Omicron variant of Covid-19 was top of the agenda for the final national cabinet meeting of the year, but Morrison said his government was inclined to reopen to international students and skilled workers on 15 December.
That was originally due to happen at the beginning of December, but it was delayed to allow authorities to gather more information about the Omicron variant.
Asked on Friday whether the borders would open on that date, Morrison said the government was “taking more advice at the moment, but that is certainly our disposition”. He planned to “keep moving forward, not to go back”.

Despite Morrison’s upbeat message, the federal government has decided some measures need to remain in place for longer.
The chief medical officer, Prof Paul Kelly, briefed national cabinet that Australia was “still in the early stages of understanding the Omicron variant”, according to a summary issued by Morrison’s office.
The meeting noted that the federal health minister, Greg Hunt, had extended the human biosecurity emergency period under the Biosecurity Act to 17 February.
Hunt said the arrangements, which have been in place since March 2020 “to protect Australians during the Covid-19 pandemic” and extended several times, would continue based on health advice.
Hunt said the two-month extension would “allow the important measures currently in place to continue as the government continues to reopen Australia and act decisively to respond to the emergence of the Omicron variant”.
That would see the extension of mandatory pre-departure testing and mask wearing for international flights, restrictions on international travel from high-risk countries, and restrictions on outbound international travel for unvaccinated Australians.
But the federal government is keeping open the option of revoking any of these rules earlier than February “to take into account the latest medical advice”, as more information is gained about Omicron.
The extension will also continue restrictions on the entry of cruise ships to Australia. But Hunt said the government would “continually review, on a monthly basis, whether the current restrictions on cruise ships can be safely lifted or amended”.
The meeting also received an update from the national vaccination coordinator Lt Gen John Frewen on administering vaccine boosters and delivering them across Australia.
That follows the announcement that children aged five to 11 will be able to receive the Pfizer Covid vaccine from 10 January.
The Labor MP Alicia Payne told Sky News: “I think parents will really welcome this approval for children. I know many parents have been really hanging out and waiting for their children to be able to be vaccinated.”
Fewen briefed leaders “on the plans to close the gap in vaccination rates between Aboriginal and Torres Strait Islander Australians and the general population, and on preparations under way to administer Covid-19 vaccines to children aged 5 to 11 years, including targeted communication strategies”, Morrison’s statement said.
National cabinet decided to update existing Covid-19 outbreak management plans to protect Aboriginal and Torres Strait Islander communities “in light of the Omicron variant and current outbreaks in the Northern Territory”.
The Northern Territory detected four Covid cases in Katherine, as a cluster linked to three crowded households continued to grow.
Earlier, Morrison gave a hint that the federal government was considering bringing forward booster shots.
“We are continuing to review the evidence about how that time period for the booster shot might be able to be reduced … and we’re working with the medical experts on those issues,” he told reporters in Sydney on Friday morning.
Morrison played down the severity of the illness caused by Omicron, saying that was “potentially quite a game changer with the pandemic around the world about how the virus may well step down, but we’ll see”.

Boosters for high-risk groups, and vaccines for as many Nepalis as soon as possible.
The fact that Omicron was detected in an individual who had arrived in Nepal five days before the new variant was first identified in Botswana is proof it was already circulating and travel bans do not work.
The new strain has been detected in over 40 countries mere two weeks after it was first detected. What is known so far of Omicron is that it is highly transmissible but likely not very severe as there has been no significant increase in hospitalisations among infected individuals in places with outbreaks.
“Looking at preliminary findings I don’t think it will lead to another major surge or lockdowns like Delta, but having said that we must be prepared and contain it to prevent further mutation and more virulent strains,” says epidemiologist Lhamo Yangchen Sherpa of IPAS Nepal.
She adds: “We do that by vaccinating as many people as possible including boosters if they are nearing expiry date as we know them to be, following safety measures especially indoors and by better communicating government policies to control the spread of new strains.”
One of the main concerns with Omicron is mutations in the spike protein that binds it to the receptor. Most vaccines including Pfizer, Moderna, AstraZeneca and J&J primarily target this spike protein, so there are worries that the new variant will escape immunity afforded by jabs.
Mutations are natural, but coronaviruses make fewer of them than other viruses because of their much stronger proofreading system to survive.
Speaking with India Spend, Polly Roy, professor of virology at the London School of Hygiene & Tropical Medicine said: ‘Even though we have a mutation, it’s not in the receptor-binding site area so much. Thus, if they change too much, the virus will not bind to host cells and will not survive. And the vaccines target that area, so the vaccines will still work against Omicron infection.’
Says infectious disease specialist at HAMS Hospital Anup Subedee: “Even if the vaccines are less effective against this variant, it will still provide significant immunity to fight off new infections. And given that antibodies wane over time, Nepal’s frontline workers and the elderly should be prioritised for boosters, if possible with vaccines known to have higher efficacy.”
There are also concerns that despite registering only mild symptoms Omicron could affect vulnerable populations much later as it is the younger mobile population who are usually infected first without much impact on their health.
Most of the initial Omicron infections are said to be mild and among young and vaccinated people, which means Nepal could be ripe for another surge.
“Don’t be surprised if we do,” says Sushil Koirala, a Nepali public health expert based in Bangkok. “We have all the necessary fuel to start the wildfire: low vaccination coverage, poor adherence to public health measures, lackluster preparedness, and questionable surveillance,” Koirala warns.
But the moral dilemma over booster remains when over 60% of Nepal’s targeted population is yet to even receive the first dose.
“In an ideal world, universal coverage is the way to go but the government hasn’t been able to vaccinate the majority of Nepalis, so we cannot wait forever for boosters either,” adds Subedee.
With the rapid spread of Omicron in the region, the Nepal government has announced that it will vaccinate at least 200,000 people a day and the Health Minister Birodh Khatiwada has asked people who have inoculated with two doses of vaccine to also receive the third dose to prevent the risk of the third wave.
Khatiwada was quoted as saying that the government had a stock of 20 million doses of different jabs and it will start administering the booster from mid-December with 16,000 vaccination centres across the country.
So far Nepal has received 25,658,630 doses of the Covid vaccine of which some 660,000 doses still in stock. In the next three months, a total of 34,594,460 doses of different jabs are arriving in Nepal: 9,403,000 doses of AstraZeneca, 3,000,000 Coronavax, 2,386,800 VeroCell (one vial, one dose), 2,174,400 J&J and 1,965,600 Moderna.
But the government’s focal person for vaccine Shyam Raj Upreti told Nepali Times health authorities are authorised to administer only an additional dose, not a booster, and only for immunocompromised people and individuals above 60 who had received VeroCell, as recommended by the WHO.
“Our priority is still to vaccinate the targeted population and hence those who are still not vaccinated,” adds Uprety. “And for this, we are focusing on activities to convince more people to inoculate, add vaccination booths to increase access and where required administer the doses door to door.”
At present, 29% of Nepal’s population has been fully inoculated while 33.9% have been vaccinated partially. Experts say better communication about vaccination schedules a few days before the campaign in local language and on platforms most consumed is crucial in further increasing the uptake.
Equally important is building a storage facility for Pfizer and Moderna vaccines that are in the pipeline to vaccinate children 12 and above. A limited number of students who revived Pfizer jabs last month are yet to receive their second dose, recommended after three weeks of the first.
Speaking on his social platform, Sameer Dixit of the Centre for Molecular Dynamics Nepal recommended patience over panic: “Let’s wait and watch until we have more concrete findings on Omicron. Until then mask up and vaccinate as soon as it is available. As for boosters, those in vulnerable groups should get it.”

The federal government has deferred Wednesday’s planned easing of border restrictions for international students and other eligible visa holders until December 15.
The government says the temporary pause will allow it to gather further information about new Omicron variant of COVID-19.
The National Security Committee of cabinet made the decision today following medical advice from the Chief Medical Officer Paul Kelly.
The government says the temporary pause will allow it to gather more intelligence about new Omicron variant of COVID-19, and whether it poses a greater threat than Delta.
Border still open to Australians:
Australia was due to reopen to international students, skilled migrants as well as humanitarian, working holiday maker and provisional family visa holders from December 1.
However, the National Security Committee on Monday evening decided to pause that step.
“The temporary pause will ensure Australia can gather the information we need to better understand the Omicron variant, including the efficacy of the vaccine, the range of illness, including if it may generate more mild symptoms, and the level of transmission,” a statement said.
Australia’s international border is closed to travellers except for fully vaccinated Australian citizens, permanent residents and their immediate family, as well as fully vaccinated “green lane” travellers from New Zealand and Singapore and limited exemptions.
The government has also delayed the reopening of travel with Japan and the Republic of Korea until December 15.
National cabinet will meet tomorrow afternoon to consider its response to the new strain, which has been labelled a “variant of concern” by the World Health Organization.
Omicron was first reported to the WHO by South Africa earlier this month, and scientists are racing to understand whether the new strain poses a greater threat than Delta.

On Saturday the Commonwealth banned non-citizens from nine countries in the southern part of the African continent from entering Australia.
Following advice from Professor Kelly, the government has removed Seychelles from the list of countries of concern.
Non-citizens travelling from South Africa, Namibia, Zimbabwe, Botswana, Lesotho, Eswatini, Malawi and Mozambique are not allowed to enter Australia.
New South Wales and Victoria are requiring all Australians returning from overseas to isolate for 72 hours, while other states have mandated 14 days of managed quarantine for international arrivals in response to the new variant.

Nobody likes getting phone calls from random companies, telemarketers and other unknown numbers.
Aside from being a nuisance, these calls can sometimes form part of a more sinister agenda, such as scams and attempted identity theft.

1. Register your number
Add your phone number to the ‘Do Not Call’ register at www.donotcall.gov.au
It’s free and it should remove you from most lists.
It can take up to 30 days for all calls to desist.
2. Answer the phone
If you keep receiving calls from your former bank or insurance company but have no intention of speaking to them, the best thing you can do is actually answer the phone and ask to be removed from their call/contact lists.
This means you no longer give the company permission to contact you.

3. Block the number
If you keep getting calls from survey centres, charities or nuisance numbers and know the numbers on sight, the best thing you can do is block the number from your phone.

On an iPhone, simply select the number from your recent calls screen and press the ‘I’ for information.
Scroll down to the block this caller option.

On an Android phone, select the number from your call log, hold down and an option menu should pop up.
Click the ‘block/report’ option.
4. Download an app
There are now apps that can filter calls and SMS messages on iPhone and Android, such as Truecaller.
These apps can block the calls and SMS from ever coming through.
PC Mag also recommends RoboKiller and Nomorobo for blocking robotic calls.
5. Be proactive
If you find that you get a lot of unwanted random phone calls then you may need to be more proactive in protecting and sharing your phone number.
Never provide your phone number on online forms if it isn’t absolutely necessary, and avoid giving it out to strangers or via social media.
