आफूलाई भाेट हाल्न भन्दै पैसा बाँड्ने उम्मेदवारविरूद्ध निर्वाचन आयोगमा ठूलाे मात्रमा उजुरी परेका छन। मौन अवधि रहेको मतदानको अघिल्लो दिनसम्म २ सय ५० भन्दा बढी उजुरी आयोगले नोटिसमा लिएको प्रवक्ता शालिग्राम शर्मा पौडेलले जानकारी दिएका छन्।
‘याे माैन अधविकाे समयमा उम्मेदवारले भाेट आफूतिर जान्न पैसा बाँडेकाे भन्दै आयाेगमा धेरै गुनासाहरू आएका छन्,’ उनले भने,‘यसरी आचारसंहिता उल्लंघन गर्नेहरू धेरै छन्, कारवाही गरेको बारे सूचना दिएर साध्य नै छैन।’
निर्वाचनको मौन अवधीको समयमा पैसा बाँड्ने लगायतका आचारसंहिता उल्लंघन गर्नेहरुलाई आयोगले कसुरको प्रकृति अनुसार कारवाही गर्ने उनले बताए। तर, निर्वाचन कानुनमा कुन आचारसंहिता उल्लंघन गर्दा के कारवाही गर्ने भन्नेबारे प्रष्ट नभएकोले आयोगले आचारसंहिता उल्लंघनका गम्भीरताका आधारमा कानुनी कारवाही गर्ने बताए।
‘निर्वाचन कानुनअनुसार उहाँहरुलाई एक लाख जरिवाना हुन्छ, बाँडेको पैसा जफत हुन्छ, यसबारे आयोगले निर्णय गर्छ। आयोगले उहाँहरुको उम्मेदवारी खारेजसम्म गर्न सक्छ,’ उनले भने।
आयोगले पैसा बाँडेको लगायतका गम्भीर किसिमका आचारसंहिता उल्लंघनका घटनामा उम्मेदवारी खारेजसम्मको कारवाही गर्ने भनेपनि अहिलेसम्म कसैलाई पनि उम्मेदवारी खारेजसम्मको कारवाही गरिएको छैन। यसबारे आयाेगकाे पदाधिकारी बैठक बसेर निर्णय लिने आयाेगकाे भनाइ छ।
१० घण्टा हिँडेर अघिल्लै दिन मतदान केन्द्रमा पुगे हुम्लामा मतदाता l
२९ वैशाख, सिमकोट । शुक्रबार हुने स्थानीय तह निर्वाचनमा मतदान गर्न जिल्लाको ताजाँकोट गाउँपालिका-३ मासपुर गाउँका ४५ जना १० घण्टा पैदल हिँडेर अघिल्लै दिन बिहीबार मतदान केन्द्रमा पुगेका छन् ।
बिहीबार विहान ६ बजे घरबाट हिँडेका उनीहरु दिउँसो ४ बजे मतदान केन्द्र रहेको वडा कार्यालय रहेको थापागाउँस्थित कैलाश आधारभूत विद्यालय पुगेका हुन् ।
राजनीतिक पहुँच नभएका कारण गाउँमा मतदान केन्द्र नराखिदिएपछि आफूहरु १० घण्टा हिँडेर मतदान गर्न आउनुपरेको मासपुर गाउँका केशबहादुर रोकायाले बताए । ‘हामीलाई तीन दिन लाग्ने भयो, भोलि नै आउँदा भोट हाल्न भ्याइँदैन, भोट हालेर भोलि नै घर पुग्न सकिँदैन’ अर्का स्थानीय शुरबहादुर बुढाले भने ।
शुक्रबार मतदान गरेपछि उनीहरु शनिबार घर फर्किनेछन् । २३ घरधुरी रहेको मासपुर गाउँमा १०३ जना बसोबास गर्छन् । जसमध्ये मतदता नामावलीमा नाम भएका वृद्ध अवस्थाका १० जनाबाहेक अरु मतदान गर्न पुगेका छन् ।
गाउँकै बानादेव प्राथमिक विद्यालयमा मतदान केन्द्र राख्न माग गरे पनि सुनुवाई नभएको उनीहरु बताउँछन् ।
६१ वर्षका जोख्या बुढा, ७० वर्षीय भीरकला रोकाया, ६० वर्षीय गुरूचन्द बुढालाई बोकेर ल्याइएको स्थानीय शिवबहादुर बुढाले बताए । ९२ वर्षीय दलवीर रोकाया, ७० वर्षीया बेरूकला बुढासहित १० जना मतदाता भने भोट दिन आउन सकेनन् ।
बुढाबुढी, सुत्केरी र घरमा गाइवस्तु हेरचाह गर्नुपर्नेहरु भने मतदान गर्न नआएको बुढाले बताए ।
भोलि बिहान ६ बजेदेखि सवारी साधन चलाउन नपाइने l
२९ वैशाख, काठमाडौं । स्थानीय तहको निर्वाचनको दिन भोलि शुक्रबार बिहान ६ बजेबाट पूर्णरुपमा सवारीसाधन सञ्चालनमा निषेध गरिने भएको छ ।
निर्वाचनका बेला आचारसंहिता उल्लंघन र अन्य कुनै अप्रिय घटना नहुन् भनेर सवारीसाधनमार्फत मानिसहरुको मोबिलिटीलाई निषेध गरिएको उपत्यका प्रहरी कार्यालय, रानीपोखरीका प्रहरी नायब महानिरीक्षक (डीआईजी) उत्तमराज सुवेदीले बताए । तर यो अवधिमा अत्यावश्यक सवारी साधन चाहिँ सञ्चालन हुनेछन् ।
डीआईजी सुवेदी भन्छन्, ‘आजै राति १२ बजेपछि सवारीसाधन नचलाउन हाम्रो अनुरोध हो, बिहान ६ बजेदेखि त पूर्णतः निषेध नै गरिन्छ ।’ बेलुकी मतदान सकिएपछि मात्रै सवारीसाधन सञ्चालन गर्न दिने नेपाल प्रहरीको तयारी छ ।
एकठाउँमा मत हालेको व्यक्ति अर्को ठाउँमा गएर भिड जम्मा नहोस्, अनावश्यक प्रभाव पार्ने काम नहोस् भन्ने लगायतका कारणले मतदानको दिन सवारीसाधन सञ्चालनमा रोक लगाइएको प्रहरीले जनाएको छ ।

उनले मतदान शान्तिपूर्ण रुपमा सम्पन्न गर्ने तयारी पूरा भइसकेको बताए । मतदान सम्पन्न भएपछि सुरक्षित तरिकाले पुर्याउने र तत्काल मतगणना गर्ने तयारी समेत भएको जानकारी दिए ।

२९ वैशाख, काठमाडौं । मोरङको बुढीगंगा नगरपालिका–४ का कमल चौधरी एक हप्ताअघि दुबईबाट घर आएका छन् ।
दुबईमा मेस्ट्रो अटोटेक कम्पनीका प्रबन्ध निर्देशक उनी ३० वैशाखको स्थानीय तह चुनावमा मतदान गर्न गाउँ आएका हुन् । ‘हुन त अहिले दुबईमा अफिसको धेरै कामहरु गर्नु थियो । तर अहिले चुनावमा भोट हाल्नकै लागि गाउँ आएको छु । ’
आफ्नो गाउँ÷नगरमा इमान्दार, बफादार र विकास गर्न सक्ने सोच भएका जनप्रतिनिधि चुन्नुपर्ने कमल बताउँछन् । उनीले यो चुनावपछि राम्रो रोजगार नेपालमै पाए विदेश नजाने सोच बनाएका छन् ।

स्थानीय तहको निर्वाचनमा पार्टी भन्दा व्यक्ति हेर्नुपर्ने उनको विचार छ । ‘मतदान गर्दा कसैको दबावमा पर्दिनँ, योग्य उम्मेदवारलाई भोट दिन्छु । किनकी विदेशमा बस्दा माटोको माया असाध्यै लाग्छ’ उनी भन्छन् ।
इटहरी उपमहानगरपालिका–१७ का सूर्यनारायण चौधरी पनि कहिले दुबईबाट नेपाल आए । परिवारका सदस्यको विवाहका लागि आएका उनी स्थानीय चुनावमा मतदान गरेर मात्र फर्किने विचारमा छन् ।
पाँच वर्षपछि गाउँमा आउँदा खासै विकास भएको नदेखेका उनी विकास गर्ने उम्मेदवारलाई मत दिनुपर्ने बताउँछन् । ‘म ५ वर्ष अगाडि विदेश जाँदा जस्तो थियो अहिले पनि गाउँको अवस्था उस्तै छ । जनप्रतिनिधिले केही गरेनछन् । त्यसकारण अबको भोट विकास गर्ने र योजना बनाउने उम्मेदारलाई दिने सोचमा छु’ उनी भन्छन् ।
विदेशमा बस्दा सूर्यनारायणले अरु देशका नागरिकले दुबईमै बसेर मतदान गरेको देखेका छन । नेपालमा पनि विद्युतीय मतदानको सुविधा भइदिए धेरै नेपाली युवाले विदेशबाटै मत दिन सक्ने बताउँछन् । उनी भन्छन्, ‘विदेशमा बस्ने नेपालीले यही गुनासो गरिरहेका हुन्छन् कि विद्युतीय मतदान भइदिए हाम्रो मत पनि सदुपयोग हुन्थ्यो ।’
